Construction Underway on Port’s Seaway Property

The infrastructure project (streets and utilities) at the Port’s Seaway property began construction on September 9. Activity including borings for underground utilities and the initial grading for new streets, is highly visible from Southport Parkway near Lake Washington Blvd. The infrastructure will support future development of an advanced manufacturing project which could commence construction as soon as 2025. No tenants have been announced yet for the project, which is being developed by Fulcrum Property/Blue Rise Ventures. Eventually, several buildings with a total of 1 million square feet will be constructed on the 70-acre site.

LED Replacement Lighting Installed at Port's Boat Club Area

The Port has completed a small but impactful LED lighting replacement project at the boat club recreational area at the North Terminal. Five new cobra head fixtures were installed on existing poles, replacing decades-old fixtures which were inefficient and starting to fail. The new fixtures, which draw 70 watts each, compared to 1000 watts for the old fixtures, provide a significant reduction in electrical consumption as well as brighter illumination for a safer environment for early morning and evening boat club activities.

Port Commission Meetings

Port Commission meetings are scheduled once per month, typically on the first Wednesday of the month in the City Council Chambers at the West Sacramento Civic Center, 1110 West Capitol Avenue. The meeting schedule is determined at the beginning of the year in coordination with the City Council meeting schedule. Some meetings are held on the second Wednesday of the month in accordance with the City Council calendar (Port Commission calendar HERE). If there are no items which require policy direction or board approval in any given month, the Port Commission meeting for that month will be cancelled.

About the Port

The Sacramento-Yolo Port District was formed under the California Harbors and Navigation Code Section 6800 et seq. in 1947 to operate the Port of Sacramento (name changed to Port of West Sacramento in 2008), a deep-water port which opened for commerce in 1963. The Port is located 79 nautical miles from San Francisco with direct access to Suisun Bay provided via the 40-mile Deep Water Ship Channel, which is maintained at a depth of 30 feet by the United States Army Corps of Engineers. Throughout its history, the Port has served the agricultural, natural resources, and construction sectors in Northern California.

Today, the Port’s primary cargos are rice (exports) and cement (imports). The Port’s primary cargo facility is the North Terminal located at 2895 Industrial Boulevard in West Sacramento; the larger maritime complex includes two private terminals on the ship channel: Cemex (cement imports) and Yara (fertilizer imports). In 2006, the City of West Sacramento assumed management responsibility for the Port and in 2013 the Port Commission adopted a landlord operating model. As of July 1, 2013, SSA Marine leases and operates the Port's North Terminal maritime facilities. The Port manages several other non-maritime leases and owns over 600 acres of vacant, developable property in West Sacramento. The Port collaborates with the City of West Sacramento on development projects which support mutual economic development goals.

Commission

The Port is governed by a five member Port Commission. Per statute, the West Sacramento City Council appoints four commissioners, which members may be members of the City Council but shall be residents of the City of West Sacramento. One commissioner shall be appointed by the Board of Supervisors of Yolo County, which member may be a member of the Board of Supervisors but shall be a resident of the City of West Sacramento.

Budget

The Port Commission appoints the Port’s management staff and approves the Port’s budget as part of the City’s budget process. City management staff is also responsible for the administration, accounting, and finance functions of the Port. The Port’s activities are reported as the Port Enterprise Fund in the City’s financial statements. Separate financial statements are not issued for the Port.

Recreation

The Port is home to the River City Rowing Club (RCRC), Lake Washington Sailing Club (LWSC), and Washington Outboard Club offering recreational water opportunities to residents of West Sacramento, Sacramento, Davis, Woodland, Elk Grove, and beyond. RCRC and LWSC are in the process of expanding and remodeling the Boat Club and the Port looks forward to growing the recreational opportunities for residents on the water in the future.
